toRigidFrame Method
Create a rigid frame (i.e. frenet frame) with
- origin at the plane origin
 - x axis along the (normalized) vectorU
 - y axis normalized vectorU to vectorV plane, and perpendicular to x axis
 - z axis perpendicular to both.
