shouldReinstate Method
Determine whether the local changes of a transaction should be reinstated during a rebase operation. Called for each rebased transaction before recompute. If no handler is set, changes are always reinstated.
shouldReinstate(txn: TxnProps): boolean
@returns true to reinstate the transaction's original local changes; false to discard them.
